Samuel was arrested briefly as he staged a peaceful, one-man protest outside the Parliament building in Kingstown on Thursday.
He was released after MP for Central Kingstown, St. Clair Leacock, an Opposition lawmaker spoke to acting Commissioner of Police, Michael Charles.
