Electricity consumers in St. Vincent and the Grenadines will see their bill decreasing by at least one-third from February 22, Prime Minister Ralph Gonsalves said on Monday.

He told the Madungo Festival at the Chatoyer Recreational Park at Rabacca that he had received earlier, on Monday, “very, very good” news about the nation’s geothermal energy project.

It was the second time since July that the prime minister was making such an announcement about the project at Bamboo Range, on the eastern slope of La Soufriere, an active volcano that last erupted in 1979.

In July, the PM announced that there had been “good results” after the drilling of the first well.

However, one month later, a technical expert associated with the project told the media that while the first well was successful in terms of the temperature, they had not found the required permeability.

On Monday, Gonsalves said that by February 2022, 80% of the electricity will produce in SVG will come from hydro, geothermal, and solar.

“And, as a result of that, your electricity bill will go down by at least one-third. Just bear with me because we will not have to increase the amount of fuel, which is expensive,” he said in the speech in which he said elections will be called by the end of next year.

General elections are constitutionally due by March 2021, but governments in SVG have traditionally not used the three-month grace period that would take the life of Gonsalves’ administration up to that time.

“You see, they coming to tell you they go take off five cents here and three cents there. If they do that, you going put VINLEC under pressure and you going have blackouts,” he said, apparently referring to his political opponents.

He said that what is really necessary is a switch to renewable energy.

“That is the modern scientific world and is clean energy and cheap energy and I want to tell you today the news from up at the geothermal site is very, very good today,” he said.

The prime minister read from his phone what he said was a text message, which he said was sent to him at 3:22 p.m. that day from Ellsworth Dacon, director of energy.

The message, the prime minister said, read: “Good news. The second well was drilled for 83 days at a depth of 2,800 metres. After stimulation of this well, there are positive indications of both permeability and temperature.”

The PM said the temperature has to be “of a particular extent”.

“So far the temperature in this well is 215 degrees Celsius,” he said, adding that the temperature is fine, once it is over 180 degrees.

“But this is 215 [degrees] and it is still heating up,” he said.

He explained that the permeability means that the rock must have holes in it so that the steam can come out.

“And when they pump the water in to test the permeability, the water is disappearing down through the rocks at the rate of 70 litres of water per second,” he further explained.

Gonsalves continued to read the message, saying: “Currently the measured temperature at the bottom of the well is 215 degrees Celsius. The well continues to heat and the stimulation process will continue in this well for a few weeks.”

He said that given “the positive outcome” of the well, the drilling teams and consultants have decided to proceed with the drilling programme.

Therefore, drilling of a third well will commence in the next few days, the PM said, adding that the testing equipment will arrive within another two to three months.

This equipment will be used to determine the potential power output.

“A decision by the technical team to remedy the first well or to use it as a possible reinjection well will be determined following the well testing,” the PM said.

He commented: “You hear what I am telling you? You overs what I am telling you? The testing showing good and positive results and, God willing, if everything continues well like this, we will have energy from up there by February 2022.”

He said that after testing, the geothermal power plant has to be constructed and then VINLEC, the state-owned power company, has to run the transmission and distribution cables.

“This is a project of 100 million and I have organised all the funding already,” Gonsalves said.

“The money which we have to put in, we either getting it as soft loans or as grants and the soft loans have very long periods of repayment and very small sum of money coming from our treasury. That is how, while others talking backward foolishness, we are doing the work for independent St. Vincent and the Grenadines and the people thereof,” he said in the speech, one day after the nation’s 40th anniversary of independence from Britain.

    Hahaha. Ralph Oye! What else do we expect you to be telling us? The opposition have asked to see the contract signed with the overseas investors who you say are putting in their initial effort for free and only will make a profit if the venture is successful, and you never show to anyone but yourself, Camillo and Julian. Now one partner (Emera) has pulled out of the deal and you didn’t even tell us that. So while we know you’re a confessed liar we await a professional and unbiased assessment.

How will the company pay it’s loan.You so much think we are so stopped that you can just tell us what ever come to your mind.And again come 2022 you may not be in power.From all that’s happening 40% unemployment a very high crime rate.Rapeing and abusing of women and children.One family get everything.The cost of living is very high banana is totally dead farming in general.The country death is going up with nothing in place to bring it down.But all most every Monday morning you out the country begging all over the place. After 19 years this type of behavior is disgusting.And on top that accountability with the nation money.So I say that the ULP only have a10% chance to the NDP90% in a free and fear Election.

  4. If you believe the Prime Minister on this I will sell you Trump Tower for 5,000 dollars and a plane ticket to Argentina.
    My crystal ball tells me that the electricity prices will not go down significantly. Our Supreme Leader cannot predict what will happen in 3 years ( he has been wrong every other time he makes predictions) and he has practically NOTHING TO SAY about setting the cost of electricity in Saint Vincent. That is determined by others. He only determines how much tax we pay on our electricity bill. If I remember correctly the Clinton Foundation will determine the cost of our electricity when we switch to Geothermal. PLEASE LOOK UP THE CLINTON FOUNDATION TO SEE WHAT THIER RECORD OF INTEGRITY. IS…START WITH THE PLEDGE THEY MADE WITH FUNDS TO HELP HAITI AFTER THE EARTHQUAKE!
    Keep in mind that our present government is starved for revenue and deeply in debt. Not to mention the taxation trend it has demonstrated. Notice how much of the cost of a Liat ticket is tax! The government is well aware that the people that are able afford electricity are used to the high cost and the government will therefore, after any price reduction by the producers/owners, simply increase the tax on energy making the cost to the consumer not be much lower than it is at present.

  5. The PM had better be careful here. During the opening of the Geothermal project, the Vinlec CEO said that electricity prices will not decrease immediately. Between then and now; 6 months what has changed? If anything there is more uncertainty. What ever analysis this new claim is based on has to use a specific power output from the geothermal plant over some period of time. The number being thrown around is 10 Megawatts which is a measurement of power but over what time period? Vinlec doesn’t sell power, it sells energy; kilowatthours/megawatthours. The article says says the testing equipment will in two to three months determine the potential power output; so we still don’t know; so where did this 1/3 reduction come from. Comrade careful with the people advising you! I’m nut sure they understand the Techno-Economics. Make sure your promises can stand up to serious technical scrutiny. If I told this to my boss I’ll be cashing an unemployment check in the near future!!!
