While many Vincentians are feeling the impact of the COVID-19 pandemic deep in their pockets, that is not the case with the government coffers so far.

According to the latest figures, government revenue for the first six months of 2020 fell by just about EC$400,000.

This was the case although revenue for April fell 20 percentage points and 8 percentage points in June, compared to the same period of 2019.

Further, government spending increased in the first half of 2020, compared to last year.

Prime Minister Ralph Gonsalves in revealing the numbers on WE FM on Sunday, said that before the pandemic, SVG was on track for “an excellent year”.

Gonsalves said that in June, revenue fell 8%, compared to last year and for April the numbers were almost “even Steven”.

He said that at the end of March, for the first quarter, the country was almost 9.5% above 2019 revenue collection.

“And we were well poised for an excellent year then COVID came.”

Revenue fell by EC$ 3.3 million in June, the prime minister said.

“Our expenditure, meanwhile, is up. Our expenditure for the first six months, total expenditure is up 12.1%, recurrent expenditure up 4% and the capital expenditure is up by about 160% compared with last year,” Gonsalves said.

He continued:

“And for the first six months of the year, we are just down 0.1. So that we would have been in a bumper year but we’re kinda holding it. It is difficult, but it is not abysmal, if you understand what I mean.”

In 2019, revenue up to the end of June was EC$283.2 million, compared to EC$282.8 million in 2020.

“But the situation has deteriorated. Clearly May was a bad month, though not as bad as countries that went one-third, 30-something per cent or even, in one case, 50% and even over 50% drop.

“I think it has to do, in part, with the way in which we didn’t completely — we didn’t do the lockdown tight like a drum, we didn’t do the state of emergency, we didn’t do the draconian Chinese method.”

In 2019, capital expenditure for the first half of the year was some EC$16 million, compared to EC$42 million this year,” Gonsalves said.

And the government has salted away a contingency sum.

“Just in case we have an upsurge of COVID and the thing getting even worse regionally and international, if we have to declare a public health emergency of if we have a natural disaster from any of the storms or hurricane ahead, I have about 76 million put aside for that purpose,” Gonsalves said.

He said this is made up of EC$54 million at the World Bank under the catastrophic draw down and EC$22 million in the Contingency Fund.

“What we have been doing in terms of raising capital, we do our rolling-three-month average treasury bills on the regional government securities market. We have been getting very good interest rates and we have been having more people bidding for our instruments than we have money so that’s a good sign and for our longer terms bonds, we have been getting them sold, as distinct from some other countries where neither of those two things is happening,” Gonsalves said.  

“I believe that the investors, generally speaking, and the people dealing with the money business, they get the sense that we are both prudent and enterprising and doing things in a very sensible way,” he said.

    Your Budgetary Projects for all years you are in office was wrong. As the saying goes ” Biting more than you can swallow or chew . How can You presents Billion Budget to nation that suffering economically, look at long lines at Money Gram and Western Union daily and it paint true picture of this Country is going . Under other Administration Vincies were very happy and independent.

    The other lies is this using Covid Virus as cover for not delivering promises in this Election year. This SVG have receive more money from foreign entities than what was projected to received under your budgetary projections.
    Parliament passed another 80 million plus . Sir covid was a blessing ,almost all medical supply was given freely to us.

  2. Good Revenue dread? Borrowings could indeed be classed as revenue on the government balance sheet in a way yes but they are sure not earnings! Is waay de man ah tell we?

    What about earnings dread?

  3. Kenton would you please ask for an explanation of the treasury bill situation and how it actually helps Vincentians. If you want records I have them all, and have written articles in the past, as have others. There is something not quite right about the treasury bill situation.

  4. If government revenue is not much affected, that means the government can lower taxes; especially on tourism-related enterprises such as hotels. Something tells me this information is not accurate. After the election we are going to find out differently and, no matter which party wins, we may see tax increases instead of austerity measures for our huge government that often has three people doing the job of one person. So, instead they will again impose austerity on the people in the form of higher taxes.

    I suggest instead that they lower certain taxes and duties to attract investment (jobs) in the private sector. We see this is an opportunity like 2008 where investment went to countries and jurisdictions where money was treated well. At that time SVG cut concessions, (a bad system anyway) so that people and investors had to pay more to government. INVESTMENT RAN OUT OF SVG AT THAT TIME.

    Are we again going to let a good crisis go to waste, and again do the wrong thing?

  5. Ralph and Camilo is running the Government as if SVG belongs to them. They can do anything they want and everybody must shut up or be sued. I personally know what it is like to raise five children. I can’t imagine that it is any different in SVG. We need moral leadership. Let morality rule. In Venezuela, Cuba, recently Equador, Russia and North Korea no matter how many elections they hold it is always the same person who wins. SVG might be heading for the same.
