KINGSTOWN, St. Vincent – Persons interested in investing in this country do not have to be candidates for sainthood, Prime Minister Dr. Ralph Gonsalves said at a press conference on Monday.
Gonsalves was speaking in response to a column in a local newspaper, in which Patrick Ferrari accused him of being unwilling to speak to Buccament Bay Resort investor Dave Ames.
Ferrari said the international airport being built at Argyle “cannot survive without Ames”.
“Ralph don’t dare pressure Ames because of the airport … It cannot survive without Ames so they can’t afford to vex the colonial marauder …” Ferrari wrote.
But Gonsalves said that some individuals in politics, along with newspaper columnists and callers to radio programmes, “a lot of times … have so many axes to grind.”
“What kind of rubbish is that?” he said of the column.
“And anybody who knows me, thinks that I will give somebody who is doing something that is wrong a free pass? But I don’t have to come out and say the way the Prime Minister of this country deals with A, B, or C investor. “That I not checking to see if anybody who is owed? What do they know what I do? They ask me? They have the common decency to come and ask me? But they just want to run off their mouth or run off their pen,” he said.
He said that it seems that only candidates for sainthood should come here as investors.
“I don’t know where they exist. And I hear they say that this fella … was bankrupt and yet they are allowed to come here to do business.
“Donald Trump was bankrupt two or three times and they were even looking at him seriously to run for the presidency of the United States.
“American Airlines, on which they come down from Miami or New York …, they flying in bankruptcy; Air Canada for quite a while.
“Chapter 11 bankruptcy in the U.S. is a mode of proceeding,” Gonsalves said and added “… bankruptcy is not a contagious disease, you know.
“It is the way people arrange their affairs if they find themselves in difficulty — a court-sanctioned way of getting themselves out of the problem to continue to do their business.”
He further said he wants “persons to be practical in going forward”.
“I want to know which businessman, which modern businessman, modern capitalist, I want to know where saintliness comes in. They [are] in … business, they are not charitable institutions. You want to make money.
“Of course, everybody has to abide by their obligation to pay their taxes, pay their bills. [If] they offend workers there are laws and so forth.
“But let us don’t appear as though we are just, at least some people, … going along and losing their practical sense as to how we have to live by holding firm to principles,” Gonsalves said.
The Buccament Bay Resort and Ames have come under scrutiny recently as some categories of workers there have not been receiving their salaries consistently.
There have been questions about the legitimacy of Ames and his companies even as U.K. residents sue Harlequin Properties (Caribbean) Ltd., a company registered here, over monies they deposited to build cabanas on a beach resort in the Dominican Republic.

While some may argue that Stewart is still doing “well”, her ability to rebound from a fall from grace is far from SVG’s ability to do the same. I would argue that with our dependence on tourism, we would not survive the negative publicity and, hence, cannot afford to suffer that fate. If we continue to allow unscrupulous business men and women to take advantage of us, we too will be seen in an unfavorable light by the more ethical investors. Instead, we would continue to be bombarded with plunderers.
The Prime Minister’s argument could be pushed further: the deduction that sometimes we need to do business with less than perfect investors (lacking saintliness) in order to progress. In layman’s terms, if we getting a dollar, we don’t care who it is from, what they do to get it, or what we have to give up in return for the dollar. Let me ask you, if your household finances are critically strained, would you let your son or daughter go prostitute his or herself to make money? Now, sadly some of us would. However, the point is, we need to set boundaries. I feel that some of Prime Minister’s boundaries are, at best, questionable. If a person has displayed unethical behavior, such as absolving themselves of repaying their debts by declaring bankruptcy, he or she is highly likely to not pay salaries earned by our hard working Vincentian people, were the act of paying these salaries to interfere with his or her financial reward. Would you see trouble and run straight into it? And if you would not, why not incorporate an investor’s “saintliness” into your financial decision making? You don’t have to have worked in the loans department of a bank to see that not doing so is bad news from the start.

You cannot compare the Chapter 11 type of administration of the US with UK bankruptcy, when a person or firm is declared bankrupt firms are shut down and directors in many cases if proven to have done wrong are not allowed to be directors for a number of years after that, or even for life. This is something totally different to what GONSALVES is talking about and he fully well knows that, once again using his knowledge to fool the people.
AMES name was not in the directors list of UK companies for a number of years, his wife and children held the directorships.

VINCYPOWA, Chapter 11 is an American procedure, it or its equivalent does not exist in the UK. In the UK if a company knowingly trades when the company is insolvent the directors can be held responsible for the debt. They can also be struck off and may not serve as directors of companies for a set term.
From what I understand and am led to believe, and I may be wrong, Dave Ames was personally bankrupt, twice. A personal bankrupt cannot be a director of a company. Cannot obtain credit, borrow money, take a loan, enter into a contract, sign a lease or contract, unless he declares to the lender, person, company or institution, that he is an undischarged bankrupt.
I suppose any UK people who signed agreements of any kind with AMES should determine if he did any of these things before he was discharged, it could be prison.
The whole crap by Gonsalves is totally irrelevant in the case of AMES.
