The St. Vincent and the Grenadines Postal Corporation says it has made two strategic appointments as it continues to strengthen its leadership team, modernise its operations, and expand its commercial and customer-focused services.
Raffique Samuel has been appointed assistant director of operations and business development, while Esteban Richard-Hernández has been appointed manager of expedited services and customer solutions, effective July 1.
Samuel’s appointment marks the culmination of more than two decades of service to the Postal Corporation.
He joined the organisation as a postman and advanced steadily through the ranks through hard work, professionalism, and an unwavering commitment to public service, a press release said.
The corporation said Samuel’s promotion reflects its commitment to recognising merit, rewarding excellence, and creating meaningful opportunities for career advancement.
The corporation said Richard-Hernández brings extensive experience in banking, finance, auditing, and corporate governance to his new role.
“His professional expertise, leadership experience, and commitment to public service will support the Corporation’s efforts to expand its expedited services, strengthen customer solutions, and develop new business opportunities,” the press release said.
It said Richard-Hernández’s appointment also reflects the corporation’s commitment to cultivating a new generation of professional leadership capable of driving innovation and long-term growth.
Chairman of the Board of Directors, Marlon Bute, described the appointments as a significant milestone in the corporation’s ongoing transformation.
“The Postal Corporation is entering a new era. These appointments are not simply about filling positions; they are about building the leadership team that will transform this organisation into a modern, innovative, and commercially driven institution,” Bute said.
He said directors are committed to creating a Postal Corporation that is operationally efficient, financially sustainable, and relentlessly focused on serving the people of St. Vincent and the Grenadines.
“That means expanding our commercial offerings, strengthening our expedited and logistics services, embracing innovation, and delivering a customer experience that meets international standards,” Bute said.
He said Samuel’s journey from postman to assistant director is an inspiring example of what dedication, perseverance, and excellence can achieve.
“It sends a clear message that hard work is recognised and rewarded within this organisation.”
Bute said that at the same time, Richard-Hernández represents a new generation of professional leadership.
“He brings fresh ideas, technical expertise, and the energy that will help drive the Corporation’s transformation as we position it for sustained growth and long-term success.
Together, these appointments reflect our confidence in the future of the Postal Corporation and our determination to build an institution that every Vincentian can be proud of,” Bute said.
