The brother of a man who was murdered in November 2022 has become the second person charged with murder in connection with the shooting death of St. Lucian Troy Casley, 34, on June 23, 2026.
Police said on Monday that they have charged Jarell Phillips, 24, of Redemption Sharpes, with the murder of Troy Casley and two counts of attempted murder arising from the same incident.
Casley was shot and killed in Great House, Lowmans Hill.
The attempted murder charges relate to the gunshot injuries that Shamel John, 22, of Lower Questelles, and Nashon Simmons, 33, of Campden Park, sustained in the incident in which Casley was killed.
In July, police charged Delroy Harry, a 21-year-old labourer, of Lowmans Hill, with murder in connection with Casley’s death and the attempted murder of John and Simmons.
“The RSVGPF advises that the laying of charges represents an important step in the investigative and judicial process. All persons charged with criminal offences are presumed innocent unless and until proven guilty before a court of law,” police said in a press statement on Tuesday, adding that investigations are ongoing.
On Nov. 5, 2022, Phillips’ older brother, Jerroy Phillips aka Steppy and Jayjay, 27, of Redemption Sharpes and Rillan Hill, died at the scene in a hail of bullets that left three other people injured in his community.
Lorenzo “Scene” DeShong, a 30-year-old labourer, also of Redemption Sharpes, was injured in the same incident and died at the Milton Cato Memorial Hospital, where he was taken for medical attention.
Jerroy “Jay-Jay” Phillips, who had chalked up his first criminal conviction — a baffling burglary — five years earlier, had gone on to be charged for a number of other serious crimes, including armed robbery and kidnapping.
Police are asking anyone with information that may assist with the investigation into Casley’s death to telephone 457-1211, 456-1810, or the nearest police station.
“Information provided will be handled confidentially. The RSVGPF remains committed to pursuing investigations thoroughly and placing persons before the court where the evidence supports criminal charges,” police said.
