All squatters, some perhaps on private land, who were allowed — sometimes encouraged — to build houses while the government turned a blind eye because it didn’t want to pay for the infrastructure in the form of roads, drains, back walls, lights, etc.
None of them have a deed which makes it impossible to obtain bank loans for property improvement or to start a little business.
A real mess that began with the Mitchell regime if not earlier.
