Head of the Carnival Band Association, Hugh Raguette, has been charged with four counts of trying to defraud the consular officer at the U.S. Embassy in Bridgetown, Barbados.

Raguette pleaded not guilty to the charges when he appeared before Chief Magistrate Rechanne Browne-Matthias at the Serious Offences Court in Kingstown on Monday.

He is scheduled to re-appear in court on June 30.

He is charged that on Sept. 9, 2011, with intent to defraud the U.S. consular officer in Bridgetown, Barbados, he falsely represented himself to be Mavis E. Johnson, a fictitious person.

Raguette is also charged that on Sept. 8, 2013, with intent to defraud the U.S. consular officer in Bridgetown, Barbados, he falsely representing himself to be Mavis E. Johnson, a fictitious person.

He is further charged that on July 29, 2013, with intent to defraud the U.S. consular officer in Bridgetown, Barbados, he falsely represented himself to be C.B. Richards, a fictitious person.

Raguette is also charged that on Sept. 6, 2011, with intent to defraud the U.S. consular officer in Bridgetown Barbados, he falsely represented himself to be H.V. Prescott , a fictitious person.

Browne-Matthias allowed the continuation of station bail, which had been granted to Raguette.

His lawyer, Ronald Marks, asked for disclosure when the files are ready, which the magistrate ordered.

  1. This all sounds rather odd – putting it politely – viz:

    i) Sept 6, 2011 he is said to have presented himself as H.V.Prescott

    ii) Sept 9. 2011 (3 days later. So he didn’t think they would recognize him from 3 days before?) he is said to be Mavis E. Johnson (and I agree with TeacherFang – ????)

    iii) Two years later, July 29 3013 he is now C. B. Richards

    iv) Six weeks later, Sept 8. 2013 he is once again Mavis E Johnson

    And of what was he seeking to defraud the consular officer? If he was seeking a visa, applicants do have to produce some form of identification; and the visa goes into your passport. So unless Mr Raguette has multiple SVG passports, I don’t see how he could expect to get away with that.

    For some weird reason I always got bad vibes whenever I passed this guy on Back Street, Kingstown. Perhaps because he seemed to always be around whenever I went to town.
